SPARC was formed in 1991 by a group of individuals who believed that persons, regardless of ability, should have the opportunity to participate in competitive and recreational activities in an integrated setting, i.e., persons with and without disabilities participating together.  Activities that SPARC hosts include:  adaptive water skiing, snow skiing, cycling, basketball, racing/running, kayaking, and tennis.

SPARC is a chapter of Move United (formerly Disabled Sports USA, which was founded in 1967 by US military veterans, with a motto of "If I can do this, I can do anything”).  Move United’s mission is to provide national leadership and opportunities for individuals with disabilities to develop independence, confidence, and fitness through participation in community sports, recreation and educational programs.

SPARC is funded by grants and donations from foundations, corporations and individuals.  SPARC has no paid employees, so 100% of all donations to SPARC are used for equipment and expenses related to sponsored sports events.

SPARC is an IRS 501(c)(3) non-profit organization with Employer Identification Number (EIN) 62-1515151 and EIN 94-6174016 as a chapter of DSUSA.
